    About the Census

    The Census of Population and Housing (Census) is run every five years and is one of the largest and most important collections to count the number of people and houses in Australia. The Census collects information about where we live, age, our culture, religion, income, education, living and housing arrangements. The information is used to make important decisions, such as government funding, input into policy-making and electoral boundaries.

  • About the Census Data Capture Centre

    The Census Data Capture Centre (DCC) located in Dandenong South, Victoria close to the suburb of Lynbrook is set up to process and capture data from all paper forms from the 2021 Census.  The DCC will employ about 200 temporary staff at the peak of its operation and will be a modern, flexible and diverse team-based work environment.

    The DCC is in an industrial business park area in Dandenong South and comprises a combination of office and warehouse space.  There is free parking available both onsite and in the immediate vicinity.  Travel by public transport is limited, however the nearest bus stop is approximately a 7-minute walk away.

    Data Capture Centre Operations include two operational streams:

    1. Warehouse – performed in the warehouse
    2. Scanning and Data Verification – performed in the warehouse and office


    About the role

    The Digital Scanning and Data Verification Team is responsible for scanning and converting all paper Census forms into a digital format. This will involve feeding pre-prepared Census forms through a high-speed scanning process, then completing quality data verification checks on the scanned images. These quality checks will involve reading the images on a desktop computer and making corrections or adjustments to the image to ensure the data on the form has been accurately converted to a digital format.

    The Scanning and Data Verification Team Leaders will be required to train, direct and manage day to day operations of a team of up to 15 scanning and data repair operators, performing a range of functions within the Scanning and Data Verification Stream.  This includes monitoring performance and the output of the team, administrative responsibilities of managing attendance and conduct, ensure safe work practices and upholding the confidentiality of information provided to the ABS in accordance with ABS Policy and Legislation requirements.  Team Leaders will also need to perform Scanning and Data Verification functions as outlined below. 

    The role can be repetitive in nature and will require the flexibility undertake the following functions:

    • Scanning: Scanning 2021 Census paper forms and converting them into digital images using high end scanners according to set procedures and undertake re-scans if necessary
    • Data Verification: Conduct quality checks on the scanned images on a desktop computer, and make corrections or adjustments to the image on the screen to repair illegible handwriting and/or data that cannot be read
    • Exceptions Processing: Investigate and resolve issues that arise from Census forms which are unable to be processed automatically
    • Quality Assurance: Perform quality assurance by ensuring materials scanned are correctly handled through the scanning process to minimise the need for re-scans and procedures are followed
    • Materials Handling: Lifting Census forms in boxes from gravity rollers that are ready for scanning and then correctly repackaging scanned materials back into the same boxes and loading onto the gravity rollers ready for pick up when complete
    • Operational Maintenance of Scanners: Undertake basic regular maintenance and cleaning of the scanners to ensure effective operation (e.g. daily vacuuming of scanners to remove foreign materials)
    • Other: Other Data Capture Centre Operations duties as directed by a Manager/Supervisor


  • Your qualities, experience and skills

    Experience or demonstrated knowledge in:

    • Demonstrated supervisory experience to effectively lead, motivate engage and manage teams for high performance
    • Working in a fast paced environment with large volumes of work and tight deadlines and able to monitor work standards, performance, productivity and quality of output of the teams with a results oriented and outcome focus
    • Strong computer literacy and data entry skills and/or experience working in fast paced office administration roles
    • An ability to quickly learn new processes, software and machinery use
    • Proven ability to work in and contribute to a diverse team environment with a focus on working collaboratively
    • Able to judge and apply instructions logically
    • Proven ability to work under pressure
    • Strong resilience, flexibility, agility, highly motivated and reliable
    • Demonstrated attention to detail and a keen eye for accuracy
    • Excellent communication skills and sound conflict resolution skills
    • Ability to train or assist in training staff in new processes
    • Be safety focused
    • Previous experience using custom databases and software will be an advantage.


    Eligibility and essential positions requirements

    To be eligible for this position you must meet the requirements listed below:

    • Be an Australian citizen at the time of applying
    • Undergo pre-employment checks, which may include a police records check, and health clearance
    • As data provided by the public in Census forms is highly confidential, a strong commitment to uphold a high standard of data confidentiality is essential for the role
    • Able to stand and work on your feet for at least two hours during scanner operations during your shift, and no restrictions on using stairs. The balance of a shift will be primarily desktop computer-based and involve a high level of keying/mouse work
    • Capacity to manually handle materials up to 15 kilograms (including twisting, lifting and bending)
    • An ability to understand Work Health and Safety issues, and comply with Work Health and Safety standards, including manual handling processes
    • An ability to understand and comply with ABS policy and guidelines and APS Values and APS Codes of Conduct
    • The ability to work additional hours (if required), move quickly between processes and tasks, and work in a busy, high volume environment with tight deadlines.


    Hours and availability

    • Work may be rostered on a shift work basis between the hours of 7.00 am to 6.00 pm. A standard shift is 7.25 hours (excluding lunch)
    • Shift preferences will be considered as part of rostering
    • Overtime may be available outside of standard operating hours, including weekends during peak periods
    • Availability will be taken into consideration when filling these vacancies. Due to the nature of the work, these positions are not suited to those already working full-time
    • Opportunities for contract extensions may be possible but are not guaranteed

    • Complying, so far as they are reasonably able to, with any reasonable instruction given by the ABS to allow the ABS to comply with Work Health and Safety laws
    • Monitor and implement Work Health and Safety procedures to ensure a safe and healthy workforce
